Brass Hose

Need to drain electric hot water heater. Is it a cap over where the hose attaches?
Step one, turn off power and water…done. Step two, attach hose. Except there is no way to attach a hose to the thing. There is a white cap over a brass hose attachment, but it doesn’t look like a normal screw on cap. On top of that, it looks like an animal chewed it up. Is it safe to take that cap off or will the tank drain if I unscrew it? I see that I have to do something to get the water flowing, so I’m assuming that the water won’t start until I do that.
Anyway, is the plastic white cap holding the water back or is it a cover of some sort. Am I safe to remove it?
It’s a Rheem from the early 90′s.
The cap is there to protect the faucet. Remove the cap, attach the hose, open the faucet and drain.
